From Harm to Hope:Standing with Cluster Bomb SurvivorsLarge-scale use of cluster bombs began in 1964. Since then, unexploded cluster munitions have shattered the lives of people in more than 25 countries. MCC's work with villagers in Laos helped bring the tragedy to the world's attention. Years later, in 2008, 94 countries gathered in Oslo, Norway, to sign a treaty banning the production, transfer, stockpiling and use of cluster bombs. The U.S. opposed the treaty and did not sign.
